Eligibility

Five things we look for.

Every institutional partner clears the same five criteria before we run a single referral through your programs. They’re published here so you can self-screen before reaching out.

    Located in Canada

    Your campus and program delivery happen on Canadian soil. We don’t support offshore satellite arrangements at this stage.

  2. 02

    Designated Learning Institution

    Your school holds an active DLI number with Immigration, Refugees and Citizenship Canada (IRCC).

  3. 03

    Public institution

    Public colleges and universities only. We don’t currently fund students at private career colleges or unaffiliated private institutions.

  4. 04

    PGWP-eligible programs in shortage areas

    Programs you propose for the Passage platform are PGWP-eligible and aligned with verified Canadian labour shortages: healthcare, skilled trades, ECE, STEM, and adjacent fields.

    Compliant with federal and provincial policy

    Your enrolment, recruitment and reporting practices comply with the latest IRCC and provincial immigration targets and guidance.

How partnership works

    Send a partnership request. We schedule a discovery conversation to understand your programs, capacity, and which sectors you want to grow.

    Get approved

    We assess proposed programs against PGWP eligibility, employment outcomes, and verified Canadian labour-shortage data. We share findings before any commitment.

    Integrate and launch

    Approved programs go live on the Passage platform. Vetted international students start matching, applying, and arriving at your campus with financing already in place.

At minimum, education partners must:

  • Be in Canada
  • Be a Designated Learning Institution (DLI)
  • Be a public institution
  • Have PGWP eligible programs related to labor shortages in Canada.
  • Dedicate resources to help with study permit and the employment of their graduates.
  • Be compliant with Federal and Provincial immigration policies and targets.
In addition, Passage vets individual programs to ensure Passage students have the highest possible chance of finding relevant high quality employment after graduation.
